Rep. Brewer Provides Sponsor Testimony on HR 148 & HB 393

COLUMBUS — State Rep. Darnell Brewer (D-Cleveland) today provided testimony on two pieces of bipartisan legislation.

In the House Public Safety Committee, Rep. Brewer spoke on House Resolution (HR) 148, a resolution to urge Ohioans to safely store and secure their firearms.

HR 148 does not restrict ownership or establish new laws. It’s a call to action, encouraging Ohioans to voluntarily take sensible steps to keep firearms away from the wrong people. It also fosters cooperation among state and local agencies, law enforcement, health professionals, and community groups to enhance access to safety tools and information,” said Rep. Brewer. “This resolution reaffirms our constitutional rights under the Second Amendment while highlighting the personal responsibility that comes with those rights. HR 148 promotes Ohioans’ safe storage and securement of firearms, not through mandates or penalties but through awareness, education, and community partnership.”

In the House Community Revitalization Committee, Rep. Brewer gave testimony on House Bill (HB) 393, a bill to require community based correctional facilities to assist individuals in obtaining their state ID cards.

“A state ID card is a barrier preventing justice involved individuals from accessing crucial supports such as, SNAP benefits, housing, and healthcare and can prevent them from taking the next step in their life in finding employment, opening bank accounts, voting, and basic stability needed for reintegration,” said Rep. Brewer.HB 393 is about giving people the chance to succeed. If rehabilitation is our goal, then we must make the path to rehabilitation as accessible as possible.”

Both bills await a second committee hearing.
