State Rep. Sean Patrick Brennan Commends Attorney General Dave Yost for Commitment to Pursuing Justice in FirstEnergy Corruption Case

COLUMBUS – State Representative Sean Patrick Brennan (D–Parma) today commended Ohio Attorney General Dave Yost for reaffirming his commitment to pursuing justice following the announcement of a hung jury in the Summit County trial of former FirstEnergy CEO Chuck Jones and Senior Vice President of External Affairs Michael Dowling—two central figures tied to the House Bill 6 (HB 6) public corruption scandal.

HB 6, the now-infamous energy bailout law, has been widely recognized as one of the largest corruption schemes in Ohio’s history. The law funneled more than $1 billion in subsidies to failing nuclear plants while Ohio consumers were left footing the bill. Multiple investigations have revealed a web of dark money, corporate influence, and political maneuvering designed to enrich a few at the expense of millions of Ohioans.

The jury in the Jones and Dowling case remained deadlocked after nine days of deliberations. Summit County Common Pleas Judge Susan Baker Ross indicated she will issue additional rulings at a later date. Defense counsel for both men urged the state to drop or reconsider the charges, but Attorney General Yost made clear that Ohio “can and will” retry the case, emphasizing that “justice needs to be done.

“I appreciate Attorney General Yost’s steadfast commitment to ensuring accountability in this deeply consequential corruption case,” said Rep. Brennan. “HB 6 didn’t just represent bad policy—its corrupt origins violated the trust of every Ohioan who pays an electric bill. The public deserves nothing less than a full pursuit of justice.”

Rep. Brennan underscored his ongoing efforts at the Statehouse to protect consumers from the lingering impacts of HB 6 and the broader pattern of utility-driven rate increases. He has consistently supported the Office of the Ohio Consumers’ Counsel (OCC) in PUCO proceedings, urged transparency in utility operations, and advocated for reforms to prevent utility companies from passing unjustified costs onto ratepayers.

“Every day, Ohio families tell me how rising utility costs strain their budgets,” added Rep. Brennan. “That’s why I’ve been fighting against unfair surcharges, speaking out against excessive utility influence at the Statehouse, and supporting the OCC’s work to level the playing field for consumers. Rebuilding trust requires holding those responsible for HB 6 fully accountable—and preventing anything like it from ever happening again.”

In his public remarks, Attorney General Yost thanked Summit County Prosecutor Elliot Kolkovich, Ohio Deputy Attorney General Carol O’Brien, and Assistant Attorney General Matthew Meyer, as well as the jury for its two months of dedicated service.

“This has been a long and difficult process, and I am grateful for the perseverance of the prosecutors and the commitment of the jurors,” concluded Rep. Brennan. “Their service brings us one step closer to securing justice for the people of Ohio.”
