Reps. Brennan, Brown Piccolantonio Calling for Quarterly Updates, Full Financial Accounting of Intel "Ohio One" Project

COLUMBUS – State Reps. Beryl Brown Piccolantonio (D-Gahanna) and Sean Patrick Brennan (D-Parma) today are proposing a House resolution calling for quarterly public updates and full financial accounting of the Intel “Ohio One” project in New Albany—the largest economic development deal in Ohio history and now one of the slowest-moving in the nation.

Intel announced the $28 billion semiconductor manufacturing project in 2022, with projections of 3,000 new jobs and a 2025 opening. In return, the State of Ohio provided an unprecedented $2 billion public incentive package. But more than three years later, the project has been delayed into the next decade, with Intel experiencing corporate struggles, including a 15% global workforce reduction, canceled European projects, and a steep decline in market share.

“Intel’s plans for Ohio have gone from high-tech hope to high-stakes uncertainty,” saidb “Our state made the largest financial commitment in its history to bring this project here. It’s only right that the people of Ohio know where their money is going—and what their return on investment will be.”

“Ohioans deserve a full accounting of the millions of our dollars that have been spent on the Intel chip factories and a reliable plan for the millions more that are to come.  In addition to the extraordinary investment of public dollars, the impact of this project on our surrounding communities has already been tremendous," said Rep. Brown Piccolantonio. “The fabric of our local community has been significantly altered in order to make this project a success. There have been countless hours of community meetings, significant road and water projects, and new programs to prepare students for future career opportunities. There have also been skyrocketing home prices, exacerbating the existing strain regarding property tax. We must have an effective plan for bringing this promise into reality. Our communities deserve to have an accurate and up to date understanding of what lies ahead."

The resolution urges the Governor’s Office, the Department of Development, and JobsOhio to release quarterly updates beginning this fall, including construction progress, financial disclosures, and any strategic changes Intel may be considering.

“This is not about assigning blame—it’s about ensuring accountability,” Rep. Brennan continued. “As Intel reevaluates its global footprint and as market conditions shift, we need real-time information. We owe it to every Ohioan who has a stake in this deal.”

The resolution also requests contingency planning to be made public, including any options for clawbacks, restructured partnerships, or the potential for other chipmakers to take over or co-develop the site.
