Rep. Brennan Proudly Announces the Passage of HB 15

Long overdue energy bill ending HB 6 OVEC handout heads to governor

COLUMBUS – State Rep. Sean Patrick Brennan (Parma) proudly announces the passage of Substitute House Bill (HB) 15 out of the Ohio legislature. This bill includes a number of beneficial provisions for Ohioans such as the elimination of hidden charges on their electric bills as a result of HB 6 and millions of dollars in funding to assist schools in paying for the installation of solar projects. 

“This is among my proudest votes since joining the Ohio House of Representatives,” said Rep. Brennan. “The inclusion of my proposal that will save Ohioans hundreds of millions of dollars is an overwhelming accomplishment that many said would never get done. Protecting Ohio’s electric customers should be a goal of all public servants. To that end, I am happy about the bipartisan support for my proposal and the bill.” 

The bill eliminates the final vestige of HB 6 - the most corrupt legislation that has ever passed through the Ohio Legislature - and will result in Ohioans paying an electric bill saving approximately one-half a billion dollars between now and 2030. This bill also included provisions that require stronger disclosure requirements and transparency from electric utilities regarding the rates they are charging consumers. They will now have to demonstrate that any rate increases that Ohioans may experience are transparent and justifiable. 

Rep. Brennan has championed the elimination of the Ohio Valley Electric Corporation (OVEC) subsidies since joining the Ohio House of Representatives in 2023. 

HB 15 passed unanimously through the Ohio Senate and with overwhelming and bipartisan support, the Ohio House concurred with a vote of 94-2. HB 15 now awaits Governor DeWine’s signature.
