Rep. Brennan Applauds Approval of $40M Increase to Help Ohio Families Afford Utility Bills

COLUMBUS – State Rep. Sean Patrick Brennan (D–Parma) today praised the Ohio Controlling Board for approving a $40M increase in appropriation authority for an essential program that helps low-income households with utility cost assistance - an important step toward improving affordability for families across Ohio.

The approved funding, requested by the Ohio Department of Development, supports the Universal Service Fund (USF) in Fiscal Year 2026 and ensures the continued stability of the state’s Percentage of Income Payment Plan Plus (PIPP Plus) program.

“At a time when energy costs remain high, affordability is front and center for so many Ohioans,” said Rep. Brennan. “This investment will help ensure that seniors, working families, and vulnerable residents can keep their utilities on without sacrificing other basic needs.”

What This Means

The additional $40M brings total funding for low-income energy assistance under the USF to approximately $376.6M. These funds reimburse electric utilities participating in PIPP Plus, helping maintain consistent service for enrolled households.

PIPP Plus allows qualifying Ohioans to pay a reduced, income-based amount - generally no more than 10% of their household income—toward their energy bills instead of the full monthly cost.

Who Qualifies

To be eligible for PIPP Plus, Ohio residents must:

  • Have a household income at or below 175% of the Federal Poverty Guidelines;
  • Be a customer of a utility regulated by the Public Utilities Commission of Ohio; and
  • Apply and be approved for the program.

How to Enroll

Residents can apply for PIPP Plus through the Ohio Department of Development or their local Community Action Agency.

Applicants should be prepared to provide proof of income, identification, and recent utility bills.

Ongoing Commitment to Affordability

Rep. Brennan emphasized that making utilities more affordable remains a key priority:

“I’ve worked to advance policies that make utility costs more manageable and transparent for Ohioans,” concluded Rep. Brennan. “This funding is part of that broader effort to ensure affordability, protect consumers, and support families who are doing everything right but still need a little help.”

The funding will help maintain current service levels for the PIPP Plus program as demand continues to rise.
