Representative Kishman Supports Bill to Eliminate Quotas for Law Enforcement
COLUMBUS—State Representative Matthew Kishman (R-Minerva) is pleased to announce that the Ohio House of Representatives passed House Bill 131, bipartisan legislation to prohibit law enforcement agencies from using quotas for arrests and citations.
The measure aims to shift the culture in Ohio to prioritize the quality of police work over the quantity of tickets written, building positive relationships between community members and their law enforcement officers. Under current law, it is legal to mandate that an officer issue a certain number of tickets each day.
“I’m glad to see unanimous bipartisan support for eliminating ticket quotas imposed on our law enforcement officers,” said Kishman. “No one’s saying you can’t enforce traffic laws, but directly tying a police officer’s performance review to effectively how much money they bring in for the city, that was just perverse incentives all around.”
The legislation received support from the law enforcement community and civil justice reform advocates.
House Bill 131 awaits consideration from the Ohio Senate.
