Reps. Brownlee, Salvo Introduce Bill to Certify Qualified Mental Health Specialists

COLUMBUS – State Reps. Karen Brownlee (D-Symmes Twp) and Jodi Salvo (R-Bolivar) last week introduced bipartisan House Bill (HB) 718 that expands certification pathways for Qualified Mental Health Specialists (QMHS), who provide support services for better mental health outcomes, including care coordination, case management, and client skill building for improved daily functioning. formalizes certification of this currently unlicensed position, which will increase consumer protections, reduce credentialing red tape, and create consistency for QMH training and development standards.
“We are facing an unprecedented shortage of behavioral health providers across the state,” said Rep. Brownlee. “HB 718 is a key step in supporting care coordinators, case managers, and prevention specialists who are essential in helping Ohioans access basic needs and achieve positive health outcomes.”
HB 718 also renames the Chemical Dependency Board as the Behavioral Health Professionals Board to better reflect the scope of practice of its members.
HB 718 was assigned to the House Community Revitalization Committee and awaits its first hearing.
