House Bill 422 Passes the Ohio House

COLUMBUS – Today State Representative Sarah Fowler Arthur (R-Ashtabula) was pleased to support the passage of House Bill 422.

House Bill 422 creates an appeal process to ensure non-owner-occupied properties are being properly billed to the party contacting for services such as municipal water, sewer, and disposal.

This will provide much needed relief to individual property owners who have continued to foot the bill when municipalities should have been charging a tenant instead.

 “I am pleased to see House Bill 422 advance through the Ohio House today, this is legislation that will provide a balance of power between municipal services and property owners while giving those who pay bills the option to contest any improper billing,” said Fowler Arthur. 

The legislation will next move to the Ohio Senate for further consideration.
