Rep. Brennan Seeks Assurances from USPS on Timely Delivery of Absentee Ballots in Cuyahoga County

COLUMBUS – State Rep. Sean Patrick Brennan (D–Parma) today sent a formal inquiry to Rose M. Spraggins, Postmaster of Cleveland, requesting detailed information on steps the United States Postal Service is taking to ensure the timely delivery of absentee ballots to the Cuyahoga County Board of Elections ahead of the May 5 primary election.
The request comes in response to recent changes in Ohio law enacted through Senate Bill 293, which now requires absentee ballots to be received by boards of elections no later than 7:30 p.m. on Election Day in order to be counted. Previously, ballots postmarked by Election Day could be counted if received within four days.
“With this change in law, the margin for error is gone,” said Rep. Brennan. “Voters in Cuyahoga County who rely on the mail to cast their ballots need confidence that their vote will arrive on time and be counted.”
Early voting for the May 5 primary began April 7, and absentee ballot applications must be received by April 28. Hundreds of local issues and races are on the ballot statewide, and many voters - including seniors, individuals with disabilities, and those with limited transportation - depend on vote-by-mail.
In his letter, Rep. Brennan asked USPS to outline:
- Any operational measures being taken in the Cleveland region to prioritize or expedite absentee ballot delivery;
- Guidance being provided to voters regarding mailing timelines;
- Coordination efforts with the Cuyahoga County Board of Elections; and
- Contingency plans in the event of mail delays close to Election Day.
“This is not a partisan issue - it’s about making sure every eligible voter has a fair opportunity to participate in our democracy,” added Rep. Brennan. “We need clear communication and strong coordination to ensure this transition in the law does not inadvertently disenfranchise voters.”
Rep. Brennan indicated he looks forward to working collaboratively with USPS and local election officials to ensure a smooth and successful election process for all Cuyahoga County voters.
