Ohio House Passes Bill Ensuring Access to Feminine Hygiene Products for Female Inmates
Ohio House Majority Floor Leader Marilyn John (R-Richland County) today announced that the Ohio House of Representatives has passed House Bill 29, legislation that ensures that all incarcerated women in Ohio have access to feminine hygiene products in correctional facilities. Rep. John jointly sponsored the bill with State Rep. Latyna Humphrey (D-Columbus).
House Bill 29 prohibits county and municipal correctional facilities and state correctional institutions that house female inmates from denying them access to feminine hygiene products.
“During my tenure as Chair of the State and Local Government Committee in the last General Assembly, a group of women testified in support of this legislation, leaving the entire committee deeply moved,” Rep. John said. “Their powerful message inspired me to join this effort with Rep. Humphrey, who has remained dedicated to bringing the issue forward. I hope that the passage of this bill shows the Ohio House’s commitment to supporting women across the state, and that we believe that no matter the circumstances, women deserve the dignity promoted through this legislation.”
As discussed in committee testimony, the bill underscores that the absence of a formal policy leaves decisions to the discretion of prison staff, which can create inconsistences across prisons. HB 29 provides clarity in the law.
“I have spoken with my county sheriff’s department to ensure that this is already happening in Richland County, and I’m glad to know that it is. However, this bill ensures that this is being practiced across the state of Ohio,” Rep. John said.
House Bill 29 also ensures that county and municipal correctional facilities and state correctional institutions provide female inmates experiencing menstruation a minimum of one shower per day with access to hot water.
The bill now goes to the Ohio Senate for consideration.
