Representative Ritter Supports Bill to Eliminate Quotas for Law Enforcement
COLUMBUS—State Representative Kevin Ritter (R-Marietta) is pleased to announce that the Ohio House of Representatives passed House Bill 131, bipartisan legislation to prohibit law enforcement agencies from using quotas for arrests and citations.
The measure aims to shift the culture in Ohio to prioritize the quality of police work over the quantity of tickets written, building positive relationships between community members and their law enforcement officers. Under current law, it is legal to mandate that an officer issue a certain number of tickets each day.
“I was pleased to support House Bill 131,” said Ritter. “This legislation will end the outdated an unfair practice of giving law enforcement officers arbitrary quotas to fill for traffic violations and arrests. Infractions of law should be the only basis for arrest or for the issuing of a citation. Our brave officers are not tax collectors, but rather keepers of the peace."
The legislation received support from the law enforcement community and civil justice reform advocates.
House Bill 131 awaits consideration from the Ohio Senate.
