Legislation Honoring Fallen Ohio State Highway Patrolmen Signed into Law

State Representative Kevin Miller (R-Newark) today announced that Governor DeWine recently signed Senate Bill 52 into law. Senate Bill 52 includes seven pieces of legislation to honor the service of Ohio State Highway Patrolmen who died in the line of duty: 

·       HB430: To designate the Lt. Vance M. Andrews Memorial Highway

·       HB432: To designate the Patrolman Earl W. Casterline Memorial Highway

·       HB436: To designate the Patrolman Earl Ulmer Memorial Highway

·       HB729: To designate the Patrolman Ernest E. Cole Memorial Highway

·       HB764: To designate the Patrolman Charles G. Cannon Memorial Highway

·       HB791: To designate the Patrolman Robert E. Karsmizki Memorial Highway

·       HB802: To designate the Patrolman Earl E. Bushong Memorial Highway

“As a retired State Trooper, I have experienced firsthand the loss of fellow troopers in line-of-duty deaths. While we know that nothing will ever completely heal the emotional wounds of these losses, we can ensure their legacy and sacrifice is never forgotten through the dedication of a memorial highway,” said Miller. 

The Ohio State Highway Patrol, established in 1933, serves on the front lines of public safety. The Patrol is responsible for enforcing traffic laws, responding to crashes, and ensuring the safety of motorists across Ohio’s roadways. Additionally, troopers conduct criminal investigations, provide security for state officials, support large public events like the Ohio State Fair, and assist local agencies during emergencies and public demonstrations. Through these wide-ranging duties, they often put themselves in harm’s way to protect Ohio communities.

S.B. 52 will take effect in September 2026.
