House Bill 611 Receives Sponsor Testimony

COLUMBUS – State Representatives Gary Click (R-Vickery) and Haraz Ghanbari (R-Perrysburg) this week had the opportunity to give sponsor testimony this morning in the House Insurance Committee on House Bill 611. 

House Bill 611 is legislation that will allow for citizens of Ohio to express their appreciation and support for law enforcement throughout the state tangibly. 

Before 2014 a member of our law enforcement community could choose to transfer from one position to another leaving their department for a supervisor role or another position. As they transferred positions, their retirement would follow them to the new job. 

However, in 2014 Sub-Senate Bill 42 was passed which stripped that portability of retirement with the phrase “The member's service credit in the public employees retirement system is greater than the amount of credit that would be transferred under this division.”

“House Bill 611 is a very simple and necessary piece of legislation that will ensure our best and brightest law enforcement can advance their careers in a manner commensurate with their experience and qualifications,” said Click. 

Further, House Bill 611 will help smaller departments throughout Ohio recruit, well-qualified officers, from other departments. Currently, smaller departments have trouble finding accomplished and skilled officers because of the pending loss of retirement credit an officer would endure if he or she transferred departments. 

House Bill 611 now awaits a second hearing in the Ohio House Insurance Committee.
