COLUMBUS—State Representatives Gary Click (R-Vickery) and Brian Lorenz (R-Powell)  today announced that Keith’s Law, legislation to enhance first responders’ ability to assist individuals with special needs during emergencies, has been signed into law by Governor Mike DeWine.

House Bill 144 establishes a voluntary statewide database for individuals with special needs to share relevant and vital information with first responders in advance of a crisis. This information will be shared with each county 9-1-1 system which will be required to provide appropriate information to first responders when dispatched to provide services, ensuring responders are best prepared to provide potentially life-saving assistance to the person in need.

“I am grateful to Governor DeWine for signing this bill and recognizing its importance,” said Rep. Click. “In an emergency, not only does every second count but it is also vital be aware when a special needs individual is involved. Their needs are often invisible at first glance. Equipping first responders with this critical information can help deescalate potentially confrontational situations and save lives. This statewide database will be accessible to all Ohioans and will help first responders respond quickly—no longer restricted by local boundaries or patchwork systems.”

“I am grateful to Governor DeWine for signing this bill and helping improve safety and care for both first responders and Ohioans with disabilities,” said Rep. Lorenz. “These individuals often face challenges that require thoughtful and specialized responses, and this legislation gives first responders the tools they need to better understand and support them.”

The database will be administered by Opportunities for Ohioans with Disabilities in partnership with the Ohio Department of Public Safety.
