Reps. Jarrells, Young Testify on Bipartisan Ohio Employment First and Greater Opportunities for Persons with Disabilities Act

COLUMBUS — Assistant Minority Leader Dontavius L. Jarrells (D-Columbus) and State Rep. Tom Young (R-Washington Twp.) Wednesday delivered sponsor testimony before the Ohio House Commerce and Labor Committee on House Bill (HB) 225, the Ohio Employment First and Greater Opportunities for Persons with Disabilities Act. The bipartisan legislation would phase out the subminimum wage for individuals with physical or mental disabilities, to authorize a tax credit for purchases made from nonprofit corporations that hire such individuals. 

During his testimony, Rep. Jarrells reinforced the importance of advancing disability rights and fostering a society where every individual has the opportunity to thrive.

“HB 225 is about dignity. It’s about economic opportunity. And it’s about making sure every Ohioan, regardless of ability, has the right to fair wages and the chance to contribute meaningfully to their communities, ” said Rep. Jarrells.

Ohio would join 16 other states that have already passed legislation to eliminate subminimum wage for individuals with disabilities, and several others who are in the process of doing so. The Ohio Employment First and Greater Opportunities for Persons with Disabilities Act also requires the Employment First Task Force to assist employers in this transition process and align developmental disability services with national standards.

Following a large presence of advocates from across Ohio this week, HB 225 will receive its third hearing in the House Commerce and Labor Committee on Wednesday, May 21st at 11:00am. The hearing can be viewed in-person in the Ohio Statehouse Room 018 or virtually on The Ohio Channel.
