Rep. Glassburn Introduces Legislation to Authorize Campaign Contribution Refunds

COLUMBUS – State Rep. Chris Glassburn (D-North Olmsted) today announced the official introduction of legislation that would allow campaign committees the authority to refund political contributions for any reason. The bill prioritizes transparency for voters and creates clear guidance for candidates.  

“If a candidate or campaign wants to issue a refund or redirect funds to charity, there should be a way to do so that is clear and accessible to the public,” said Rep. Glassburn. “This is a common-sense update that ensures transparency for voters and flexibility for candidates. 

The current lack of a refund mechanism also encourages campaigns to hold onto surplus funds, even when a candidate is no longer active. This legislation removes those barriers, allowing funds to be returned to the original contributors, a move that particularly benefits small-dollar donors who may have an immediate need for those resources.

Beyond simple refunds, the bill addresses a significant gap in public oversight. Under current law, candidates and committees making charitable donations in lieu of refunds do not have their activity clearly documented.  Voters cannot easily see in the public record the reason for the donation, if the contribution is linked to a donation or the original source of revenue.  By streamlining the refund and donation process, this bill ensures that every dollar moved is documented in a way that the average voter can easily track and understand.

The bill now awaits a number and referral to a House Committee for further consideration.
