Rep. Teska Votes to STOP THE SPIKES in Property Taxes: Supporting House Bills 186 and 335

State Representative Michelle Teska (R– Clearcreek Township) today announced her strong support for two key pieces of legislation being voted on in the Ohio House that will deliver significant property tax relief to Ohioans. House Bill 186 and House Bill 335—both part of the “Stop the Spikes” initiative—are designed to protect homeowners from sudden and excessive property tax increases caused by inflation and appraisal spikes.

House Bill 186: The 20-Mill Floor Inflation Cap

House Bill 186 establishes a new Inflation Cap Credit that limits increases in school district property taxes to the rate of inflation. The measure is projected to save Ohio property owners nearly $1.7 billion over the next three years. Importantly, the legislation also includes an appropriation to assist is helping Warren county school districts, offset any actual revenue losses during the current appraisal period.

“I support our schools and will work with them to make sure they continue to provide an outstanding education to Warren County students,” said Rep. Teska. “Families should not be blindsided by skyrocketing property tax bills due to inflationary spikes they can’t control. HB 186 provides meaningful, fair, and responsible relief.”

House Bill 335: Inside Millage Inflation Cap

Complementing HB 186, House Bill 335 ensures that increases in inside millage collections cannot outpace inflation. Under this bill, county budget commissions must adjust inside millage rates during each reappraisal or update cycle so that growth does not exceed the sum of the previous three years’ inflation. This reform is expected to deliver between $621 million and $763 million in additional property tax relief statewide over the next three years.

“House Bill 335 continues our commitment to stopping unpredictable spikes in property taxes,” Teska added. “These measures are about stability, predictability, and protecting Ohio homeowners—especially seniors and families living on fixed incomes.”

Together, these bills represent one of the most comprehensive property tax reform efforts in recent Ohio history. By tying tax growth to inflation and holding school districts harmless, the Stop the Spikes initiative safeguards both taxpayers and public education funding.

House Bills 186 and 335 will now go to the Ohio Senate for further consideration.
