Reps. Glassburn and Brennan Introduce Resolution to Expand Voting Age to 16-Year-Olds

COLUMBUS – State Reps. Chris Glassburn (D-North Olmsted) and Sean Brennan (D-Parma) today announced the introduction of House Joint Resolution (HJR) 8 to place a ballot initiative granting 16-year-olds the right to vote in Ohio elections before voters in the November election.  

“Democracy is at its strongest when we encourage lifelong habits of civic engagement," said Rep. Glassburn. “Sixteen-year-olds are contributing members of society, and their perspectives deserve representation. Empowering them to participate in elections fosters responsibility and ensures their interests are reflected in the decisions that will shape their future.”

Ohio’s youth voter registration and turnout rates highlight the need for systemic change. Only 32% of 18-year-olds in the state are registered to vote, and data suggest that residential changes, such as moving away to college, often affect young adults' voting patterns. Studies indicate that an individual is likely to become a lifelong voter after participating in four consecutive elections, and habitual voting is linked to higher levels of community involvement and volunteering. 

“As both a state representative and a former high school American Government teacher, I’ve spent much of my life encouraging young people to understand the importance of civic engagement and participation in our democracy,” said Rep. Brennan. “Sixteen-year-olds are already active members of our communities — they work, drive, volunteer, pay taxes, and stay informed about the issues shaping their future. Giving them the opportunity to vote while they are still rooted in their home communities and actively learning about government can help establish lifelong voting habits and strengthen our democracy for generations to come.”

If passed by the General Assembly, HJR 8 would place the decision directly in the hands of Ohio voters at the next general election. The resolution awaits referral to a House Committee for further testimony and consideration.
