Ohio House Passes Fostering School Success Act

COLUMBUS – State Rep. Sharon Ray (R-Wadsworth) is pleased to announce that the Ohio House of Representatives today passed House Bill 25, the Fostering School Success Act.

The Fostering Student Success Act requires state agencies to coordinate and post best practices, educational resources, and scholarship opportunities for students in foster care on their websites. House Bill 25 also ensures that every public school district designates a foster care education liaison and that each public school has at least one foster family navigator, to help ensure these students receive the support they need.

“House Bill 25 is designed to provide critical support to Ohio’s foster youth as they pursue higher education,” said Ray. “It seeks to address the unique and often overwhelming challenges faced by students in foster care who frequently lack the familial support networks that many of their peers rely on to access and succeed in postsecondary education.” 

According to the Ohio Department of Children and Youth, there are approximately 14,223 children in foster care in Ohio as of January 2026.

House Bill 25 now awaits consideration by the Ohio Senate.
