Reps. Grim, Ray Bill to Establish Tax Refund Designation for Spaying, Neutering Pets Passes Ohio House
House Bill 148 would supplement the funding of humane societies, shelters, and dog wardens

COLUMBUS– State Rep. Michele Grim (D-Toledo) today announced the Ohio House’s passage of House Bill (HB) 148, which would authorize the Ohio Pet Fund as an option for individuals to contribute a portion, or all, of their Ohio income tax refund.
“House Bill 148 is a bipartisan, common-sense win for Ohio’s shelters, humane societies, and dog wardens — all with no additional cost to taxpayers,” said Rep. Grim. “I’m proud of the broad support this bill earned from my colleagues.”
This legislation:
- Authorizes an income tax refund designation (“check-off”) to assist low-income individuals in spaying and neutering their pets.
- Creates the Companion Animal Fund, generally consisting of money collected from the check-off, donations, and bequests.
The bill now moves to the Ohio Senate for further hearings.
