Rep. McNally Announces Passage of State Capital Budget, Securing Vital Community Investments in District 58

COLUMBUS - State Rep. Lauren McNally (D-Youngstown) today announced the passage of Senate Bill 450, the state's biennial capital appropriations budget. The bill allocates nearly $4B for the maintenance, renovation, and construction of state-owned infrastructure, including colleges, universities, school districts, and other community projects.
The capital budget is the mechanism by which the state funds its brick-and-mortar needs. This ranges from the construction and renovation of K-12 public schools and higher education facilities to public works programs and mental health treatment centers, as well as funding local community projects. It includes funding for projects that expand access to healthcare, strengthen local economies, preserve cultural institutions, improve public infrastructure, and enhance quality of life for residents across the region.
Rep. McNally helped secure $1.4M for District 58 in community projects. Another part of the Capital Budget bill is appropriations to higher education institutions; Youngstown State University (YSU) has been awarded $12.1M.
“Bringing state dollars back to the district is an exciting opportunity for the Mahoning Valley. I am proud of the advocacy work and making sure that local projects received state attention. $13.5M is a number that I am proud of, and I will continue to advocate for local projects and our local communities,” said Rep. McNally.
The community project funding will be distributed to the following types of projects within District 58:
- Parks and Bike Trails: $150,000
- Health and Human Services: $500,000
- Aerospace and Defense: $750,000
SB 450 funded statewide projects including:
- School Building Assistance Program under OFCC: $600M
- Public Works Commission: $720M
- Ohio Department of Natural Resources: $277.6M
- Ohio Mental Health and Addiction Services: $385M
SB 450 now heads to the governor's desk for his signature.
