Rep. McNally Announces $302,109 for Martin P. Joyce Detention Center

Funding supports facility renovations including lock system replacement

COLUMBUS - State Rep. Lauren McNally (D-Youngstown) today announced $302,109 for the Martin P. Joyce Detention Center as part of Ohio Department of Youth Services (DYS) Juvenile Correctional Building Fund.

“Security and safety are essential for the employees in these facilities and the children in the state’s care,” said Rep. McNally. “I’m thankful the state can be a partner to our local governments in making these necessary upgrades.”

The funding from the General Assembly, first appropriated as House Bill (HB) 597 and then reappropriated as HB 687 in the 134th General Assembly, provides state matching funds for renovation and maintenance projects at various juvenile detention centers. Juvenile detention centers are secure, county operated facilities intended to provide short-term care and custody of alleged and adjudicated juvenile offenders. Project funding, which will not exceed a state match of more than 60% is not authorized unless the detention center will be built in compliance with health, safety, and security standards established by the department. The renovation is for the purpose of increasing the number of beds, or to meet the department's established health, safety, and security standards.

The Martin P. Joyce Detention Center is a county owned property located at the Mahoning County Juvenile Justice Center. On December 20, 2023, the Mahoning County Commissioners authorized the execution of their agreement with the DYS requesting dollars from HB 687’s Juvenile Correctional Building Fund for renovations to the existing facility. The State funding will match local funds for a capital improvements project (60/40 split) to address general renovations issues at the facility, including replacing the facility lock system.
