Rep. McNally Announces $1.2M for Ohio State Penitentiary in Youngstown

Funding for construction services needed to install new water treatment system

COLUMBUS – State Rep. Lauren McNally (D-Youngstown) today announced the Ohio Controlling Board approval of $1,256,214.12 for the Ohio State Penitentiary (OSP) located in Youngstown for construction services on a new water treatment system.  

“It is good to see this project moving along,” said Rep. McNally. “Our state inmates are our responsibility, and our goal must always be rehabilitation. Their care while under our care matters.”

This funding release builds on the previously $116K allocated in May for design services. The construction services for the OSP’s Water Softener Project will consist of at least the replacement of existing piping, the removal of a non-functioning domestic pump system based on system requirements and location needs, and the incorporation of all system controls and/or alarms into the current Johnson Controls network. The new water treatment system in the high-security, six-story correction facility operated by the Ohio Department of Rehabilitation and Correction, will be capable of softening the water for the entire main facility.

The $1.2M in capital funds from the General Building Renovation line item in FY 2024 will be awarded to Prout Boiler Heating & Welding, Inc. in Youngstown and used as follows:

  • $1.1M to Prout Boiler Heating & Welding, Inc. for Construction Services.
  • $113K to Owner's Contingency.
  • $ 2.3M to OFCC for Balance of OFCC Project Fee.
