Rep. Cockley Celebrates Passage of Bipartisan House Bill 427

COLUMBUS – State Rep. Christine Cockley (D-Columbus) Wednesday celebrated the passage of bipartisan House Bill (HB) 427 from the Ohio House of Representatives. HB 427 waives ID and birth certificate fees for homeless individuals.
“Having proper identification is a critical first step in rebuilding one’s life,” said Rep. Cockley. “This commonsense policy recognizes that IDs and birth certificates are critical for Ohioans to participate in the workforce, secure stable housing, and access medical care.”
HB 427 helps Ohioans obtain IDs, empower them to move forward, reduce their reliance on costly public systems, and rebuild their lives. This bill removes a barrier that complicates day-to-day life for homeless individuals, thereby supporting their long-term success and reintegration.
The bill now heads to the Senate for consideration.
