State Representative Rick Carfagna is serving his second term in the Ohio House of Representatives. He represents the 68th House District, which includes the eastern half of Delaware County and all of Knox County.
During his first term in office, Rep. Carfagna saw nine of his bills pass out of the Ohio House with seven of them signed into law – all with bipartisan support. Those bills were authored to make positive change for the people of Ohio and accomplished policy goals such as tackling mental illness, rescuing the Delaware Area Career Center, reforming the public retirement systems, enabling more computer science classes in Ohio schools and expanding broadband infrastructure to unserved households throughout the state.
A native of the Columbus area, Rep. Carfagna earned his B.A. in Political Science from John Carroll University. Following graduation, he was accepted into the Ohio Legislative Service Commission’s Fellowship Program and later served as a legislative aide in the Ohio House of Representatives where he staffed the House Public Utilities Committee.
From 2002 until 2017, Rep. Carfagna worked as Government Relations Manager for Time Warner Cable, where he oversaw legislative and regulatory issues at the local, state and federal levels. He also served as the company’s primary liaison to more than 400 municipalities and townships throughout Central and Southeast Ohio. Rep. Carfagna’s accomplishments during his time at Time Warner include his work to help expand broadband infrastructure to unserved households, and his effort to coordinate the provision of complimentary video services to scores of K-12 schools, local government facilities and local first responders.
In 2009, Rep. Carfagna was elected to the Genoa Township Board of Trustees and was re-elected in 2013. He was appointed by his peers to serve as Board Chair in 2011, 2014, and 2016. In 2016, the Genoa Township Business Association recognized him with its “Public Servant of the Year” Award.
During his first term in office, Rep. Carfagna served as Vice-Chair of the House Public Utilities Committee, and also sat on the Agriculture & Rural Development, Rules & Reference and State & Local Government Committees. Additionally, Rep. Carfagna serves on the Ohio Retirement Study Council, which oversees the state’s five public employee pension funds, the Statewide Emergency Services Internet Protocol Network Steering Committee, Ohio Power Siting Board and the Public Benefits Advisory Board.
Other examples of Rep. Carfagna’s community involvement include service on the Knox County Area Development Foundation Board, Delaware County Transportation Improvement District Board of Trustees and Delaware Area Chamber of Commerce’s Business Development Task Force, as well as participation on the Westerville City School District’s Fiscal Review Committee, co-chairing BalletMet’s Advocacy Committee, serving on assorted teams with the United Way of Delaware County and cooking at his church’s annual Spaghetti Dinner fundraiser. He also remains politically active as a longtime elected member of the Delaware County Republican Party’s Central Committee, and has assisted with numerous political campaigns over the years.
Rep. Carfagna and his wife, Jill, reside in Genoa Township and are the proud parents of a daughter, Isabella.
