Powell Urges Lawmakers to Pass Expanded Apprenticeship Bill

COLUMBUS – State Rep. Jena Powell (R-Arcanum) yesterday provided sponsor testimony on House Bill 181, legislation that requires licensing boards to recognize applicants who complete registered apprenticeships.

“This legislation enables Ohioans to learn valuable skills and earn a paycheck while they train with a private sector company in need of their talent,” said Powell. “Removing barriers to enter the workforce is a win-win for Ohio businesses and their potential employees.”

Under the bill, a licensing authority is required to grant an initial occupation license to an applicant who meets the following:

  • Completes a registered apprenticeship program that is related to the occupation or profession for which the licensing authority issues a license
  • Satisfies requirements unrelated to education or experience
  • Passes an examination

Businesses can file either with the State of Ohio or United States Department of Labor to become an approved apprenticeship program.

Powell noted that the reform does not require any additional taxpayer dollars. 

“Studies have shown that businesses receive a larger return on investment from employees who have completed apprenticeship training, encouraging them to hire more employees and creating more work opportunities,” added Powell.

The bill was originally introduced in the 133rd General Assembly as House Bill 258, where it received support from Small Business Consultants of Ohio, Americans for Prosperity, Ohio Society of Professional Engineers and more. 

H.B. 181 awaits additional hearings in to House Commerce and Labor Committee.
