Local Project Financing and COVID-19 Relief Funding Legislation Signed into Law
Today, State Rep. Al Cutrona (R-Canfield) announces House Bill 481 was signed into law by Governor Mike DeWine. Cutrona supported the legislation last week when it was unanimously passed by the House. The bill will continue capital reappropriations financing and federal COVID-19 relief funding.
“When we passed the bill, I acknowledged this is the type of legislation that us lawmakers can come together and work on in a bipartisan manner,” said Cutrona. “This will certainly have a positive impact for the people of Mahoning Valley and across the entire state of Ohio in supporting our communities and businesses. These funds will benefit so many great cities across Ohio.”
The House concurred on amendments from the Senate for House Bill 481 that includes largely mirror language that Cutrona supported and the House approved in Senate Bill 310:
- A full capital reappropriations bill for fiscal years 2021-22;
- Allocates $350 million in CARES ACT funding to provide payments to state and local governments to pay for expenses accrued due to the COVID-19 pandemic;
- Corrects language and a veto impacting nursing homes from our last budget bill, House Bill 166;
- Explicitly states that if a business received a forgivable Paycheck Protection Loan that loan is not subject to the Commercial Activity Tax.
Cutrona noted also how much this funding will impact the region of the 59th House District.
“I had the great opportunity to support the continuing capital reappropriations funding totaling over $16 million in project financing for the Mahoning Valley and CARES distribution to local governments that will help our counties, cities, villages, and townships,” said Cutrona.
Specifically, most of the continued capital reappropriations projects is going towards Youngstown State University – this includes various renovations and updates to the campus.
Additionally, Mahoning County is set to be distributed a total of $7.4 million to the county, municipalities, and townships for COVID-19 related expenses through the CARES Act. Some of the allocations for local governments include:
- Mahoning County - $3,717,716
- Boardman Township - $502,595
- Canfield City - $70,827
- Canfield Township - $38,597
- Poland Township - $34,286
