State Representative Al Cutrona (R-Canfield) has introduced a bill to replace the Academic Distress Commissions across Ohio.

The bill is a re-introduction of a bill that passed in the Ohio House during the last General Assembly.

According to the release, current law allows certain school districts to fall under state control due to misleading state report cards and excessive testing.

The release from Cutrona's office says the excessive testing "severely penalizes students in districts with food and home insecurities.

If passed, the bill would terminate Academic Distress Commissions and work to restore local control over public schools.

School districts in Youngstown, Lorain and East Cleveland are currently under the ADC model after receiving at least one F grade on their state report card.

Cutrona says he wants to make sure the Youngstown students have a better learning experience in the future.

"We cannot continue down a path that so severely penalizes school districts, and ultimately, our students as a result," said Cutrona. "We must seek reform that's going to empower our districts and educators – this is the way to enhance student learning and academic performance throughout the state."
