Ryan Smith - House District 93

State Representative Ryan Smith is serving his third term in the Ohio House of Representatives and was elected by his colleagues to serve as the 103rd Speaker of the House. Since 2012, he has proudly represented the citizens of the 93rd House District, which includes Jackson and Gallia counties, as well as portions of Lawrence and Vinton counties.

Representative Smith graduated with a Bachelor of Science in Finance from The Ohio State University in1995. Upon graduation, he began working as a financial advisor and in 2005, joined his current financial advising firm as Vice President and Partner.

Representative Smith was twice elected to the Gallipolis City School Board, where he served as Board President. He has been engaged in local economic development efforts as president of both the Gallia County Chamber of Commerce and the Gallia County Community Improvement Corporation. He was also a board member for Holzer Health Systems, one of the largest employers and healthcare providers in southeastern Ohio. In these roles, Representative Smith was able to assist his community in accessing education and healthcare while improving economic stability for families.

During his two terms as Chairman of the Finance Committee, Speaker Smith was tasked with managing some of the most complex aspects of state government, twice guiding the 32-member committee through the intensive process of creating a balanced, fiscally responsible operating budget. He played an instrumental role in ensuring the prioritization of Ohioans’ needs and supported policies addressing such issues as opioid abuse and workforce development, as well as working to uphold the state’s fiscal stability. He helped influence legislation that was crucial to Ohio’s economic development while also focusing on issues of specific importance to his district and southern Ohio.

In recognition of the severity of Ohio’s drug crisis, Speaker Smith championed the HOPES (Heroin, Opioids, Prevention, Education and Safety) Agenda, an initiative designed to treat opioid abuse through coordinated care. Under his leadership, $180 million was invested through HOPES to assist Ohioans and their families who have been impacted by drug abuse.

Speaker Smith has also been a strong supporter of efforts to extend high-speed broadband service to the nearly 300,000 unreached Ohio households. He is the sponsor of pending legislation that will enhance broadband access in rural, unserved areas, creating access to technology’s many benefits and life-improving resources.

Speaker Smith is married to his wife Vicki and together they have four children, Blake, Grant, Kennedy and Camryn. They reside in Bidwell, just outside of Gallipolis, where they are active in their local church and community.
