Rep. Lipps Applauds the Passage of the State Operating Budget

COLUMBUS— State Representative Scott Lipps (R-Franklin) today applauded the House passage of Amended Substitute House Bill 166, the biennial state budget bill that allocates funding to Ohio’s children, and government initiatives, as well as providing meaningful tax relief to all Ohioans and small businesses in the state. The two year budget plan is fiscally responsible, balanced and sustainable. While remaining conservative on spending, the General Assembly has been able to craft an unprecedented budget that simultaneously cuts taxes for families and continues to fund key programs for Ohioans.

Below are a few highlighted provisions Rep. Lipps prioritized:

  • $200,000 over the biennium for Special Olympics.
  • Funding for Multi-System Youth and custody relinquishment which aims to help the most at risk children in our state.
  • Ground breaking healthcare price transparency and language combating malicious practices of Pharmacy Benefit Managers.
  • The first raise for Direct Support Providers, who care for Ohio’s disabled population, since 2011.
  • People Working Cooperatively, an organization that serves the low-income, disabled and elderly homeowners in Warren County and across the State, received $350,000 each year. 
  • A $10,000 dollar increase on the minimum salary for Ohio teachers.

“I am proud to have worked on my second operating budget with the help of many hardworking colleagues,” said Lipps. “Three of our key initiatives, for this General Assembly, were worked into the budget, including the prohibition of claw backs and gag rule provisions for pharmacies, a Masonic/Veteran property tax clarification that will save fraternal organizations money, and a version of the school breakfast bill I joint sponsored last year, HB 734. Warren County also received some direct funding for the Springboro Performing Arts Center in the amount of $250,000 dollars.”

The House passed HB 166 with overwhelming bipartisan support. The operating budget funds the State of Ohio for the next two years and will take effect immediately.
