COLUMBUS - 

State Representative Mike Duffey (R-Worthington) applauded yesterday’s Ohio House passage of House Bill 7, legislation to provide safe harbor for students taking the new PARCC state assessments in math and language arts during the 2014-15 school year.


HB 7 will allow students and parents who are concerned about PARCC tests to avoid problems that might arise from schools using test scores from state assessments to determine whether a student moves up a grade and/or whether the student is able to receive course credit. 


HB 7 also safeguards the privacy of individual students by restricting schools’ ability to share test scores with outside entities unless schools have the permission of the student and/or parents.


“The requirement for PARCC testing was passed before I was elected to the Ohio House, but it has created strong objections from both parents and educators,” said Rep. Duffey. “I’ve seen the test questions and agree we need a time-out for PARCC. Ohio needs to examine new models that provide more local control for districts while instilling confidence in parents and teachers.”


The bill passed unanimously out of the House Education Committee and passed with unanimous support on the House floor.  It now goes to the Ohio Senate for further consideration.
