COLUMBUS - 

State Representative Mark Romanchuk (R-Ontario) has announced that the Ohio House of Representatives today passed House Bill 130, the “End Demand Act.”


The bill is aimed at reducing the market-driven demand for human sex trafficking by holding offenders—often referred to as “buyers” or “johns”—more accountable. The provisions of HB 130 were developed by various stakeholders, including the Attorney General’s Human Trafficking Commission.


“I’m pleased to see this bill pass, in an effort to protect our children,” Rep. Romanchuk said. “The legislation takes many recommendations that have been a long time coming, and it will play an important role in the fight against human trafficking.”


The provisions of House Bill 130 include:


• Increasing the penalty for solicitation of a minor from a misdemeanor to a felony
• Eliminating the requirement that 16 and 17-year-olds who are solicited are also victims of human trafficking in order for the john to be guilty of importuning
• Prohibiting a person from purchasing or obtaining advertising space for an advertisement for sexual activity for hire that includes the depiction of a minor
• Making it unlawful to advertise the practice of massage unless the person has appropriate certification
• Including “electronic means” to Ohio law in reference to promoting prostitution


House Bill 130 will now move to the Ohio Senate for further consideration.
