As we get ready to ring in a new year, I want to take this opportunity to reflect on some of the achievements made by the Ohio House of Representatives in 2015.  We have accomplished a tremendous amount this year, and I am confident that Richland County will benefit from many of our achievements.



This summer, my colleagues and I worked to pass House Bill 64, the state operating budget.  The budget sets the spending priorities for the state of Ohio for the next two years, and many valuable changes were incorporated into the budget.  House Bill 64 will provide nearly $1.9 billion in tax relief for Ohioans over the next two years through income and small business tax cuts.  This includes a 6.3 percent across-the-board income tax cut that will bring Ohio’s rate to the lowest it has been since 1982.



Other provisions in HB 64 include reforms to our welfare system which focus on providing people the necessary tools to support themselves.  By helping individuals up and off government assistance, our limited resources will be available to support those most in need.  For example, the budget enhances our support for individuals with disabilities.  It makes an historic investment of $286 million to help Ohioans with a developmental disabilities to live and work in the community. 


Additionally, I have introduced bills that will benefit not only the residents of Richland County but those throughout the state as well.  House Bill 3, which reduces small business filing fees by 21 percent, became effective in September and has helped with a record number of new businesses filing in Ohio.  I also introduced HB 343, which repeals the tax on employment services, making it easier for Richland County residents to get into the workforce.
