Ohio Senate Passes Boiler Legislation
Bill would fix outdated law, help Ohio businesses

COLUMBUS - 

The Ohio Senate yesterday passed House Bill 12, legislation dealing with Ohio’s century-old boiler law. The legislation would allow businesses and individuals to operate low-pressure steam boilers, power boilers, or stationary steam engines, without the presence of a licensed boiler operator or steam engineer, if certain criteria are met, which will be determined by Ohio's Board of Building Standards.


House Bill 12, sponsored by Representative Kristina Daley Roegner (R-Hudson), would require the Board of Building Standards, which adopts the boiler code, to adopt rules relating to the design, installation, reporting, operation and safety of automatically operated boilers directly fired with gas, oil, gas-oil or electricity.


"I am delighted that this common sense bill, which received strong bipartisian support in both chambers, will be able to help businesses in a very meaningful way as they consider capital investments for this type of equipment," said Rep. Roegner.


Businesses currently choose to replace large boilers with smaller, less efficient ones in order to avoid the requirement of having a licensed operator or engineer for boilers with more than 360 square feet of heating surface, or 30 horsepower. The bill would allow for the operation of larger, automatic boilers under certain safety conditions, which the Board of Building Standards would put in place.
