State Rep. John Rogers (D-Mentor-on-the-Lake) today announced the passage of House Bill 5, legislation to help local communities identify new ways to save taxpayer dollars. 

“This bill was inspired by a successful pilot program in Lake County which involved the collaboration of various local communities and service departments,” said Rep. Rogers. “Taking the program statewide means that this smart initiative will help communities all over save dollars and run their day-to-day operators more smoothly.”

H.B. 5 allows local governments to request the Auditor of State conduct efficiency studies with the aim of finding ways to save tax dollars and help cities, towns and villages run their operations more effectively.

The bill also establishes a shared equipment service agreement program, which makes it easier for local government to borrow neighboring communities’ heavy equipment. The program creates an equipment inventory that is shared between communities and state agencies. When a local government is in need of equipment, but it is not cost efficient to purchase it, a neighboring government could lend that equipment with an operator.

The legislation passed on the House floor by a unanimous vote.
