State Representative John Becker (R-Union Township) has sponsored legislation to refund the customer “core charge” sales tax.


House Bill 357 requires that the sales tax on core charges get refunded to customers when they exchange, or later return, their rebuildable or recyclable commodities. For example, when an automobile battery is purchased, a core charge of say, $10 is charged to the customer. The customer pays sales tax on the new battery and the core charge. However, when the old battery is returned for the “core” refund, the sales tax on the core charge is not refunded.


“This is fundamentally unfair. The way I see it, the state is cheating the public out of a sales tax that should be rightfully refunded along with the core charge. This can be a substantial amount of money on big ticket items such as engines and transmissions,” Becker said.


House Bill 357 will be assigned to a House committee in the near future.
