COLUMBUS—State Representatives Dorothy Pelanda (R-Marysville) and Theresa Gavarone (R-Bowling Green) today announced the Ohio House’s passage of legislation that creates the definition of “microbusiness” in statute.


House Bill 5 defines a microbusiness as an independently owned and operated for-profit business entity that is located in Ohio and has fewer than 20 full-time employees.


“House Bill 5 properly recognizes that 97% of small businesses in Ohio would fall under the definition of microbusiness,” Pelanda said. “Microbusinesses add value to our economy by creating jobs, enhancing income, and lowering costs. It is our goal through this legislation to provide a first step so that future legislation can address issues specific to these businesses.”


The current definition of “small business” in state law includes entities with up to 400 workers, resulting in a large discrepancy between businesses with vastly different resources. This gap affects how businesses are defined for purposes of seeking loans and other connections with the government.


“As someone who owns what will now be known as a “microbusiness,” I understand how important this legislation is,” Gavarone said.  “I believe this bill is just the start of a process that will help these businesses compete with larger companies as well as improve the economic environment of the communities they serve.”


House Bill 5 now awaits consideration by the Ohio Senate.
