A recent report from the Henry J. Kaiser Family Foundation claims Ohio is leading the nation in overdose deaths. Unfortunately, this report only confirms what most know from experience: the heroin epidemic is tearing our families and neighborhoods apart. It is hard to find a person who has not been touched by the effects of this crisis. It has shaken our preconceived notions of what addiction looks like. As one school superintendent recently put it, “The heroin epidemic does not discriminate. It can hit anyone, any community, any family, at any time.” In Ohio, we have seen that ring true.

While it isn’t a disease you can “catch” or that is caused by some kind of genetic abnormality, addiction is a mental health illness that involves the compulsive use of a substance that negatively affects one’s ability to make healthy decisions, resulting in what can seem like a never-ending cycle of abuse.

From 2013-2015 1,126 people died in crashes involving a drunk driver in Ohio alone, according to the Ohio State Highway Patrol.  Ohio’s rate of driving under the influence has been reported as higher than the national average.  In addition to these statistics, one in three traffic deaths in the United States involved a drunk driver according to Centers for Disease Control and Prevention.

My colleagues, Representative Mike Dovilla and Jonathan Dever, introduced legislation during this General Assembly that should put us on the right path to increase Ohio’s reputation as the most transparent state government in the country. House Bill 46 passed in the Ohio House on April 15th, and is now receiving consideration in the Ohio Senate.
