Representative Holmes on the Responsible Restart Ohio Strategy

COLUMBUS – Governor DeWine’s Responsible Restart Ohio strategy is deliberate, pragmatic, and very similar to time tested risk decision making doctrine used by our armed forces.  Specifically, Naval Aviation uses a hazard assessment system called “Operational Risk Management” (ORM) that provides a formal structure to support decision making in high risk situations similar to our COVID-19 environment.  The ORM structure can be helpful in understanding some basic concepts critical to completing Ohio’s economic recovery effectively.        

STRUCTURE

ORM is a formal system that offsets risks by identifying, assessing, and controlling hazards to support leaders making risk vs. gain decisions.   ORM has four guiding principles that are imbedded in the Responsible Restart Ohio process:

-Manage and anticipate risk with planning.

-Accept no unnecessary risk.

-Only accept increased risk when the benefits outweigh costs.

-Make risk decisions at the right level. 

As we will see in the coming months, COVID-19 risk levels in Ohio will vary greatly between geographic areas, regional demographics, and social environments.  Transmission risk decisions will move to lower level leaders who will need to maintain strong awareness of local conditions in order to be effective.   

ORM assigns specific roles to all organizational members:

 -Leaders are responsible for providing the guidance, procedures and resources necessary to execute ORM successfully. 

-Individuals are responsible for executing ORM personally and ensuring ORM is conducted by those around them. 

Responsible Restart Ohio is again consistent with ORM principles as it directs mandatory COVID-19 transmission practices (face covering, hand washing) that apply to every citizen.  In a successful ORM environment, risk management responsibilities are assigned to everyone, not just leaders.  

ADVANTAGES

ORM doctrine provides enormous benefits to everyone involved!   Effective ORM allows central authorities to oversee very large, dynamic risk environments, just like Ohio.  ORM also empowers and encourages individuals to participate in risk management.   ORM is especially effective in time critical situations (i.e. emerging hotspots) because it gives decision making authority to those with the most timely, relevant information to make an accurate risk decision.  Most importantly, ORM will allow Ohio to return to more normal daily living while accounting for the unique COVID-19 risk.   

SUMMARY

Good ORM creates safety, tempo, and confidence.  Exactly what Ohio wants, needs and deserves!  My 25 years as a Marine Aviator personally assure me that Responsible ReStart Ohio is founded on winning concepts.  Let’s get back to work, Ohio!  Very proud to be on the team.
